"mornings on 2" starts right now. and good morning. wow! look at the wind. i felt it a little bit this morning. it looks like it definitely picked up a little bit now that the sun is up. this is a live look in san francisco and definitely very windy and cold as our camera pulls out a bit there. we are the -- this cold weather is moving into the bay area. steve has been warning us. a nice shot of the bay bridge. very chilly. we saw it live. snow really coming down in the sierra. donner summit. we have a live report up there.

thank you for joining us on "mornings on 2." i'm pam cook in for tori campbell today. >> good morning. i'm dave clark. let's check your weather and traffic. steve, bundle up? >> absolutely. four and a half hours of pam cook. >> yes. >> i did see 52 at the los vakeras reservoir. napa airport, 30. concord, 24. altamont pass had gusts to 34. a line has formed from marin county back to the east bay. randy said light rain in walnut creek. it's very light. again, a lot of this not amounts to a hill of beans. we still get some of this working its way to the parts of the east bay, berkeley, kensington, maybe emeryville. there was a band along the san mateo coast but i guess it washed itself out. between brentwood, byron, oakley, there's been popping up a little bit. 40s and 50s on the

temperatures. the only thing holding up the temperatures is the clouds and wind. the cold air arrives early this afternoon and then tonight for sure. mostly cloudy. a couple of light guy showers. 50s on the temperatures for almost everybody. here's sal. steve, good morning. we're looking at a commute that's growing busier by the moment here as you drive to the bay bridge, driving in, let's say, from west contra costa county to alameda county. you will see slow traffic in pockets. it has not been as bad as other days. there are spots that breaks free. when you get to the toll plaza, it's about a 20-minute delay. it's curious if some of the lanes are not taken up here. there's a little bit of room for you. no problems once you make it on the span. we spoke about contra costa county we're looking at highway 4. you can see traffic there is going to be a little bit slow on highway 4 as you drive through. we already showed you the 80 freeway. if you are driving over to

marin county on southbound 101 between novato and san rafael, we have some slow traffic here from about roland boulevard all the way down into the lucas valley and the central san rafael. back to the desk. >> all right, sal. all over the bay area, cold weather shelters are opening up to provide beds for the home les. one of the temporary shelters opened up last night in san jose. that's where ktvu channel 2 reporter janine de la vega is there this morning to talk about how many people used it. they closed up in the morning, right, janine? >> reporter: yes, at 6:00 a.m. you can still see some people out here lingering after they received the free breakfast. it was nearly full. word still getting out among the homeless that the shelter is open for the night. there are just 50 available beds at the san jose location. and they are given out on a lottery basis. life builders is providing 275 emergency beds each night

through march at the baccara center. according to the homeless census, more than 7600 people are homeless which is an 8% increase from 20011. there was an 18% in the homeless population just in the city of san jose. one woman who used the shelter last night says it's been a struggle to find affordable housing. >> i'm on social security but, you know, i only make so much money and the thousand-dollar rents are staggering. i don't make that kind of money. i can only pay a little bit. i cannot afford to rent. i'm looking for a room where i can do some housework to make up for the extra point. but that's really challenging, too. >> reporter: a recent study lie the silicon valley housing trust reports that san jose is the fourth most expensive city in the country for renters. it showed that 109,000 households pay more than 30% of their gross income to rent.

the national low-income housing association reports an hourly page of 30.96 is needed to rent a two-bedroom apartment in san jose. but in santa clara, the average hourly rage is $17.99 and minimum wage in san jose is $10 an hour. so there's quite a disparity there ill greating the need for -- illustrating the need for more aid fordable housing -- affordable housing needed. janine de la vega, ktvu channel 2 news. the mayor of san rafael and the director of the marin county department of health announced they plan to work together to create an emergency shelter for the homeless that will be opened year round. for the last six years, about 42 marin congregations have operated a winter shelter program. they say the demand for beds has grown. happening right now, the colder temperature bringing a good amount of snow to the sierra. we're checking in live this

morning. these are live pictures of caltrans cameras. this is highway 89. coming up in 15 minutes we'll go live to the sierras for a full report on the current road and ski conditions. stay with us for the very latest weather conditions. we're heading into a very critical time of year. you can follow steve paulson and our other meteorologists on twitter and facebook as well. a vallejo fire that forced more than two dozen people out of their homes and injured a fire, it is being called suspicious this morning. tara moriarty is live in vallejo to tell us what the investigators are telling you. good morning, tara. >> reporter: well, good morning. we're here at the apartment complex where the fire started. police say that someone broke into one of the units here, burglarized it, poured accelerants all over the place before torching it. want to show you right behind me, the fire spread and the entire wing is uninhabitable. 25 people, including many children, were forced out.

the fire happening at 1:00 sunday morning at the marina heights apartment complex on carolina street. the three-alarm blaze started in one of the 16 units in the g- wing. it took firefighters 40 minutes to get it under control. crews from four other cities had to pitch in to help. one unit was destroyed. investigators say there were other clues that the fire was suspicious as well. >> apparently the tenant in g- 12 was in the process of moving out when the fire occurred. >> reporter: that looks a little suspicious? >> possibly. >> reporter: one firefighter suffered first and second- degree burns. he was treated at the hospital and released. the red cross is helping the displaced families fining a place to stay. a -- find a place to stay. a 26-year-old man was killed in another wing of the apartment complex but they don't believe it's related to this fire.

tasm, cut -- tara moriarty, ktvu channel 2 news. the search will resume for missing pilot dale smith and his four travelers. air traffic controllers lost contact with his plane on sunday as he tried to land in a restoet airstrip in the idaho wilderness. this is his beech bonanza plane. he had reported engine troubles during a flight from oregon to montana. heavy snow in idaho has slowed down the search efforts. the idaho national guard plans to resume the search today, weather permitting. a u.s. airways flight from texas to arizona had to be diverted after a man suspected of having tuberculosis was on that plane. the man had been placed on the no-fly list for possibly being infected. by the time the airline was notified, he was already on the plane. passengers said the pilot made the announcement and then the flight attendant gave the man a medical mask covering his face. when the flight landed, that plane was diverted to a special

gate. the man was checked out by a doctor. the doctor says other passengers should not be concerned. >> their risk of getting t.b. is very, very slow. they do not need to seek healthcare. if they get a cough at this point, it's probably a cold or the influenza. >> the centers for disease control says there's another reason why passengers should not worry. the cdc has not yet confilmed that the man actually has t.b. new this morning, the u.s. coast guard station in san francisco has released this dramatic video. it shows a helicopter crew coming to the rescue of a kayaker in the waters off the bay, a remote part of west marin county. the rescue happened yesterday after the coast guard received reports that the man was suffering from stomach pain and dehydration. no word on how the man got sick or his current condition. police have tracked down a teenaged boy who escaped from san francisco's juvenile

detention center. officers took the 17-year-old boy into custody on treasure island late last night several hours after his escape. no word yet on why the.was treasure -- why the boy was on treasure island or how officers found them. 15-year-old students scored well in math, reading and science. of the 34 developed countries involvedded in the study. u.s. ranked 26th in math, 21st in science and 17th in reading. that's despite the united states spending more for student than almost all other countries. the u.s. spends about $115,000 per student. the slovak republic spends about $53,000 a student. no news may be good news for b.a.r.t. commuters. it's been ten day since the board asked union leaders to

welcome back. 7:14. a shark attack yesterday in hawaii off the coast of maui has left one man dead and it was the eighth shark attack there this year. 57-year-old patrick brianny was attacked yesterday. he was fishing in a kayak. his fishing partner was able to put a tourniquet on his badly injured leg and flag down a tour boat for help. brianny died a short time later. the lifeguard said steps are being taken to keep people safe. >> we're closing the beach, monitoring it. keeping it safe for the community. >> back in august a german tourist died after a shark bit her arm in hawaii. this past friday, a woman was injured by a shark in maui. recordings of 911 calls

made during the sandy hook elementary rampage will be released tomorrow. connecticut's state attorney has been fighting that, saying the recordings would be painful for the victims' families. now, he says he won't challenge the judge's decision to make the calls public. last december a gunman shot and killed 20 children and six adults at that school before killing himself. 7:15 is the time right now. a judge is expected to decide today whether detroit is eligible for bankruptcy protection. that would mean the city would work on a plan to pay off creditors. if not eligible, detroit would probably be forced to negotiate with the creditors, especially unions and pension funds. detroit is the largest city ever to seek bankruptcy protection. fast food workers from about 100 u.s. cities plan to walk off the job on thursday. their goal, draw attention to how hard it is to live on the federal minimum page of 7.25 an hour. protesters are pushing for $15 an hour. even though they don't expect that big of a raise in the near

future. it's unclear if the strikes are planned in the bay area. today the city commission will unveil its city zoning area. the south of market area has changed from being an industrial area to a neighborhood with a growing number of businesses and homes. well, it's the storm many ski resorts have been waiting for. snow has been falling in the sierra this morning. reporter brian hickey live at donner summit. he's been there with how much snow has fallen in the past hour. >> reporter: all in all, the snow has been light but constant. that's put down about a half inch of snow. not enough to bring out chain controls over 880. that's the good news for drivers hoping to beat the storm. as the driving conditions have been calm, and that -- that along with the efforts from caltrans to keep the roads

plowed, no major incidents on the freeway. ski resorts hoping for more snow than this. driving up, i will tell you the fog was probably the biggest challenge we've had coming up 880 making it difficult to see. it wasn't until about 6,000 feet around the sisco grove kingvale exit where we saw the rain turn to snow. really mild as we're waiting for the cold arctic air to come in. the temperatures could drop in the single digits in the coming days in the sierra. as blustery and as cold as it looks out here, i will take this because i know we're on the doorstep of very cold temperatures coming in the sierra. if you are coming in the mountains, ut want to be ready for -- you want to be ready for just about anything, the fog,

adventure. westbound bay bridge, 20-minute delay here at the toll plaza before you actually get on the span. we talked about marin county on southbound highway 101. it's a little bit slow there. i also want to mention if you want to take b.a.r.t., caltrain or muni and not deal with the muni conditions -- with the windy conditions, the systems are on time. had a tweet from joslyn she's from daly city. she said steven, it's a cold, cold morning. it's a double cold morning. there you go. it's on its way. a little bit of rain. cloudy, windy, a few showers. mainly 50s on the temperatures. but the wind makes it feel colder. clouds, showers, breezy to windy, starting to get some sunbreaks and colder by this afternoon. i think we'll get rapid clearing and the cold air comes in. i think it's safe to say it will be crazy cold tonight into tomorrow morning. west wind has been cranking up.

up and over the ridge, 45 miles an hour. concord, 24. there's a bunch of 22s. hayward, livermore is in there. i think the snow will boot scoot out of here fast. a little line forming back towards marin county. there's a little bit over tiburon and sausalito. i doubt that's doing much. a little bit more. not a lot. but again over tards danville. walnut creek had a little bit of rain and the santa cruz mountains, on highway 17 you might encounter sprinkles or light shower. there's been some near the altamont pass trying to get its act together. not seeing that plunge in the temperatures yet. 40s and 50s. it's held up. it's not here yet. it's 36 in crescent city. that tells you that things are on the way. cloudy, windy, a few showers, not a lot.

then we see the temperature take a plunge. that will be into wednesday. some temperature also have a hard time getting over 50 degrees. that will be inland tomorrow. this pattern doesn't look like it's going anywhere any time soon. it will be with us for 5, 7 days. coldest air arrives in the afternoon. a few showers, temperatures, i think it will be chilly for some. a lot of 50s. maybe low 50s. ukiah and clearlake, a couple of soft 60s. brentwood, antioch, danville, walnut creek all near 58 or 59. a little bit warmer morgan hill and gilroy but not much. 50s for everybody on the coast. another system by saturday for the possibility of rain. >> all right, steve. the scary crime that happened to a car dealer in hayward. >> i tried to chase him and then i said it's not safe. >> how he says someone he thought was a customer stole a luxury car. and the incredible finish

welcome back. police in alabama say that incredible finish to saturday's football game led to a deadly shooting. a woman is charged with killing a fellow alabama fan at the end of the college football game between alabama and auburn. police say the woman was angry that the victim did not seem upset over the crimson tide's loss to its archrival. auburn missed a field goal and that came with no time left on the clock. we're learning barry bonds paid $4100 in penalties for his obstruction of justice conviction two years ago. court documents show he paid the fines in early october. most of the money will go to a crime victims' fund. in 2011, the jury ruled that he gave evasive answer when asked about his alleged use of

not too bad for some. there's been light rain, sprinkles. a little line has been forming around marin county and back to the bay. there's hardly anything to this. maybe a little bit to the east bay as well. if it's light it doesn't last long. had a couple of reports of sprinkles near scotts valley. near the altamont pass, it develops. 40s, 50s on the temperatures. they are raring to go down as soon as we get down. the cold air will probably be here after the noon hour. windy, colder after morning clouds. light showers. colder air arrives this afternoon. mainly in the 50s. here's sal. we have a look at the traffic that's going to be busy today. we're getting a lot of incidents, all of a sudden. let's take a look at the eastshore freeway where we have slow traffic coming through from the vallejo area all the way through to the bay bridge toll plaza. no major problems. it's gets busier.

at the toll plaza, you will see slow traffic. it's backed up for a 25-minute delay. we didn't have all of the lanes filled in. now we do. also the morning commute is going to be okay on b.a.r.t. i just want to mention that -- we mentioned 680 southbound is still heavy and slow right at 2 had 2 all the way -- 242 all the way to walnut creek. let's go back to the desk. we're following that breaking news this morning now from santa clara county. we want to take our live pictures from newschopper2 over the scene. you can see a pretty big -- probably a garbage truck is what it looks like into the side of a house. our other picture showed a car in the driveway as well. it looks like there's a black truck there. maybe some trees. we're not exactly sure what happened at this point. but you can see there are emergency responders there on hand. this is in cupertino. this is stevens creek boulevard near voss.

the information is just coming in. we're getting reports that there are no injuries at this point. we do get -- we did get word also that this car hit a power pole as well. we saw a pg&e truck in the area. it looks like a power pole, power might be out in the area as well. but ktvu's janine de la vega, headed to the scene. she'll have an update for us and she will talk to investigators on the scene in a little bit. happening today -- the deadly shooting of andy lopez in october by a snee ma county -- sonoma county sheriff's deputy may bring some changes. alex savidge has more details about a traffic force. >> reporter: later on today, the sonoma county board of supervisors will appoint both members of the public and law enforcement to this new panel. it will be a 21-member task force that ultimately will come up with an independent review process for officer-involved

shootings here in sonoma county. the task force will consider various options including setting up a citizen review board or an independent citizen auditor. the final recommendations will be due a year from now. currently the district attorney looks at officer-involved shootings and decides if a crime was committed and then a grand jury reviews the findings but the anger over the death of andy lopez prompted calls for change. sheriff's deputy eric gelhaus shot and killed lopez after mistaking his bb gun for a real ak-47. the lopez family believes that shooting was unjustified and filed a federal civil rights lawsuit against boat the deputy and the department. the santa rosa police department is investigating that shooting. this county board of supervisors meeting will begin an hour from now. along with appointing members to the community and law enforcement task force. supervisors here later on today

are also expected to make a decision on whether to move forward to the creation of a memorial park that is planned or could be planned for the site, the field where andy lopez was shot and killed in october. live this morning in santa rosa, alex savidge, ktvu channel 2 news. >> congress is moving to move a ban on guns that could evade metal detectors. it's due to expire next monday. mandemocrats wanted permanent metal components that would make plastic guns more detectable. the republican--led house is expected to have this changed. the search continues for a missing couple that disappeared during a thanksgiving fishing trip. 64-year-old van chanpenxi and his wife, chantra.

went wishing on the delta last thursday. their boat was found still running near the rio vista bridge with freshly caught five and life jackets on board. crews walked the banks and searched the waters. >> the water temperature is 54 degrees. it's very difficult for people to survive in a water temperature that cold. >> the couple's son says his father took out his boat every week, investigators say they have no reason to suspect foul play. san francisco police made an arrest in the deadly shooting of a young daly city man who was trying to sell a popular video game consul. police say the suspect is ronnie collins. he's accused of killing 22-year- old ikenna uwakah in the bayview district sunday afternoon. police say the two met on a street corner to discuss the sale of a playstation 4 that the victim advertised online. the victim's father says his son often made sales on the street. >> he does that all of the

time. he buys telephones, and electronics. >> police have charged the suspect with murder and attempted robbery. residents on treasure island will meet today. they will hear details of a major chemical cleanup that will force some of this them out of their holes. people in two dozen homes are being removed. those residents will be moved to other housing on the island probably and they will be moved out in phases starting in april. the navy says despite the chemical cleanup that's going on, treasure island is a safe place to live. it could be as late as 2020 before all of the toxic chemicals is cleared from the island. a car salesman in hayward still stunned after a man posing as a potential buyer stole a luxury suv and dreev it off the -- drove it off the light. the man and the other person

walked on the lot of empire auto and said they were trred in a 2004 range rover. the salesman said he asked to see a driver's license and when one of the men walked away to get it, the other man shoved him, jumped into the suv and sped off. >> i was shocked. it happened. i couldn't believe it. but it did. >> now, the salesman wasn't hurt. again, we're talking about a 2004 range rover, a gray one, it has a dealer plate on the front. a fight posted on youtube has lead to a discussion about ways to stop violence and bullying in schools. last night, students, parents and school board members attended a public meeting in richmond. the school district called the meeting after a fight was posted online at hercules high school between three girls and a transgender student. now, the transgender student in the video went to the meeting last night. the fight apparently started because of her gender

identification. >> i just kind of like enough is enough. you can stretch a rubberband so far and it will just snap. >> school board members charles brancy also spoke at the meeting. he said having more open discussions is one way the board can help stop bullying and sexual harassment in the school. later today, a public meeting will be held in palo alto about new anti-bullying policies propose for the district. >> the district has been developing the policies for the past year. that meeting will start at noontime at the district office on church hill avenue. the 18-year-old student set on fire on an a.c. transit bus has returned to school. sasha fleishman was welcomed back to maybeck. sasha does not identify as male or female and was apparently attacked for wearing a skirt.

richard thomas, a student, admitted to setting sasha's skirt on fire. thomas has been charged with a hate crime. christmas has come early for some san francisco restaurant workers. a generous donor is leaving tips, sometimes up to $10,000. brian flores is live with who this person may be. >> reporter: well, whoever the person is, he or she remains a mystery. what we do know, they go by the instagram hash tag tipsforjesus. they hit up a taco-licious. and they also hit one another restaurant. the receipt does not show a date. but on the bottom of the receipt they least the hash

tack. they also west a large tip at the hair ris restaurant. a server came andy got a $1500 off a $468 tab. according to the date on that receipt, it was on november 19th. we spoke to people out and about to see what they would do if they got a tip like that. >> i would be on a 747 headed to maui for at least a week. and i would appreciate it. i think it's a really nice gesture that someone would go out of their way and do that. >> i would be ecstatic. i would start jumping up and down. >> reporter: tips for jesus has gone to other restaurants across the country. this customer left a tip at jade bar. a $5,000 called the legend of notre dame in indiana. and in ann harbor michigan,

moon 2. there's no clue on the identity of this person but there are reports that he or she may be a college football fan and perhaps a ucs grad. there was the grace on one of the receipts that said fight on. this customer has left almost $50,000 this tips in restaurants across the country. their motivatevation at the hash tag, doing the lord's work one tip at a time. the temperatures drop -- as the temperatures drop, shelters are opening up around the bay area. the reason the need for more shelter beds is especially great in the south bay. the deadly train derailment in new york city, the big question that still needs to be answered. and we continue to follow this developing news in cupertino in the south bay where a dump truck has run into a building here on foothill.

we'll keep watching the numbers for you. cyber monday posted record sales. so far, online sales up 19% compared to last year. amazon sales up 44% over last year. sales on ebay, up 32%. this comes as retail stores are dealing with their first decline in sales on black friday since 2008. first black friday, cyber monday, now it's giving tuesday. giving tuesday was ceetated last year at a -- created last year at a ymca in new york city. the idea is to set aside a day for people to give back to the communities, either with donations or by volunteering. this year more than 7500 groups will be taking part including san jose-based ebay. apple trying to become more social with the purchase of a company called topsy. topsy analyzes social media for consumer sentiment and trends. they are a partner with twitter. the deal is reportedly worth

respects. walker was riding in a porsche gt and tmz is reporting that car may have been leaking steering fluid. that may possibly explain how the driver lost control. the car hit a tree and a street lamp and then bust into flames. but authorities also say speed may have been a factor. president obama has covered a news conference where he will highlight people who have been helped by his health reform law. the this news conference comes a day after the team said they worked out most of the bugs. the president will talk about the provisions of the affordable care act such as preventing denial tu to preexisting conditions. he will also be joined by americans who the white house say have benefited from the new law. covered california has launched an online insurance exchange for small businesses. employers with no more than 50 full-time workers eligible for the program, they are not

commercial building, still, being investigated. you can see a huge amount of smoke. this started at about 4:30 this morning at a building that was under renovation, a cleaning crew was inside at the time but they were able to make it out okay. right now, the fire is under control but still smoldering. these are pictures from earlier today in boston. firefighters say they will be there for the next few hours to put out any flareups. fire caused about $2 million in damage. >> back here at home, a retired fire captain will be laid to rest today. 63-year-old daniel armenta died from a rare cancer last week. he worked at fire station 1 for the last ten years of his career. some blame his death on exposure to chemicals during his years of service. five other firefighters from station one have also been diagnosed with that same form of cancer associated with exposure to smoke. >> there was a recent study looking at san francisco,

philadelphia and chicago, and they found there was an increased instance of cancer among firefighters. >> he retired in june of 2011 after a career of more than 30 years as a firefighter. his funeral will be held at 11:00 this morning. tonight the sunnyvale city council will debate the impact of the new 49ers stadium on santa clara. they are holding a study session. they will get updates about traffic, parking and public safety related to the new stadium. traffic has been a big concern for people who live and work near the new stadium. the 49ers, in fact, won't even host monday night football games the first year because of traffic concerns. that session tonight in sunnyvale is open to the public. seattle seahawk fans have some of the loudest cheers anywhere. they have taken their cheering to the new level. after setting a guinness world record for a stadium, last night the fans got so loud in

driving in many areas. i want to start off with a look at the bay bridge toll plaza. you can see traffic there is going to be busy as you drive through. it's backed up for a 20, 25- minute delay. about the only thing i can say, today's visibility is better than it was yesterday. that's because it's so windy. you will notice the wind especially if you are drive in a small car across the bridge. moving along and taking a look at 237. westbound 237 traffic here is going to be okay. but you can even see our cameras shaking a little bit because of the winds steve has mentioned. we're looking at the peninsula and the traffic here is moving along nicely with no major problems. if you are looking at the san mateo area southbound 101 some slow traffic. i would say 280 is probably a better bet if you are trying to get into san mateo county out of the city. let's go back to the desk. we begin our 8:00 hour with developing news from santa clara county. we've been following this for about the past hour. here's a live look from newschopper2 flying over the scene of this crash.

a truck slammed into a home. this happened on stevens creek boulevard near voss. this is in cupertino. it just happened a short time ago. no reports of any injuries. but ktvu's janine de la vega is just about there to the scene and she's gonna be talking to the folks out there to find out a little bit more about what happened. she'll have a live report coming up. we're still following a new development in the b.a.r.t. labor dispute. ktvu news has learned the b.a.r.t. unions will hold a news conference at 11:00 this morning. it will be held at superior court in alameda county. there have been reports that b.a.r.t. unions were planning to sue management in the continuing contract dispute. the board of directors recently asked union leaders to resubmit a revised contract without a disputed family lead provision. but again, a news conference this morning by the b.a.r.t. unions at 11:00. we'll be covering it for you. all over the bay area, it's

cold, getting colder. cold weather shelters are going up. ehc life builders started their program in santa clara county last night. now, the program offers 225 beds at shelters in sunnyvale, san jose and gilroy during the winter months. those who work with the homeless say that's not even close to meeting the need. each night there are about 7600 people homeless in santa clara county. year round we have about 1200 available shelter beds. this adds another 225. but there's still thousands of people who are homeless on the streets each night. >> in addition to the beds, the shelter offers two hot meals and once a week a medical van comes around to offer medical services. the mayor of san rafael and the director of the marin county board of health plan to work together to create a new emergency shelter for the homeless that will stay open year round. for the last six years, 42

marin congregations have operated a winter shelter program but they say the demand for beds has grown. happening now -- a winter storm is dropping snow in the sierra this morning. it's the storm many ski resorts have been waiting for after a dry november. take a look. pretty windy. this is new video this morning of the snow on donner summit. again, a lot of wind as well. visibility could be an issue. winter weather advisory is in effect. about 2 to 6 inches is expected to fall in areas above 5,000 feet. >> it's nice and cold and winter storm. >> nice and cold. for the people who live up there, lake level about 6,000 feet. definitely well below that. if you pla tonight -- if you plan to travel to the sierra, take chains. the snow is expected to fall until at least 2:00 here.

stay with us. our weather team will be covering this completely. our latest weather conditions throughout the winter. you can follow steve paulson and our other meteorologists on twitter and facebook. we're finding out more about a suspicious fire in vallejo that ininjured a -- that injured a firefighter and forced two dozen people from the homes. one man risked his safety to help save the lives of other. ktvu's tara moriarty is in vallejo with more on the story. >> reporter: well, people who live here say that the security guard who patrols the grounds here is their hero. we're here at the apartment complex where the fire broke out. it started in one of the units behind me here. police are telling us that somebody burglarized the unit, put an accelerant before lighting it on fire. no one is allowed to live in this entire building. we would like to show you a cell phone picture of the fire that one neighbor took. 25 people, including many children, were forced out. the fire happened at 1:00 sunday morning at the marina

heights apartment complex. the blaze started in one of the units in the g wing and it took firefighters 40 minutes to get it under control. one neighbor credits the security for saving lives by knocking on doors before firefighters arrived. >> thanks to the security guard. some people think they don't do nothing. but it was the security guard that was here. he was running and he -- he cut his arm he was banging and trying to help everybody get out of the house. >> reporter: fire crews from four other cities had to pitch in to help get the fire out. one unit was destroyed. the others -- audio lost] >> we have problems with tara. we're gonna check back in with her in just a minute. the u.s. coast guard has released dramatic video. it shows a helicopter crew coming to the res kuf of a kayaker in the waters of tamalas boy by point reyes.

the rescue happened yesterday after the coast guard received reports that the man was suffering from stomach pains and dehydration. broken buoys in northern california waters are a problem for fishermen and surfers. one of them 12 miles off half moon bay stopped working last night. it's one of three northern california buoys who are not working. the buoys give important safety information for navigating the waters. and they will rely on their own instincts and skills. >> it's pretty dangerous as it is. not having that information, this compounds it. >> noaa is responsible for maintaining the buoys. the agency says it plans to replace them but it's not clear when. the pilot who was running the cosco busan is not getting

a theft at the construction site of apple's new space ship headquarters. a 56-year-old man was arrested saturday night accused of stealing copper wiring. police say a condition search of the campus -- a k-9 search of the campus led to the suspect. he was treated at the scene and released from custody. he's charged with burglary and possessing burglary tools. tesla says german auto safety authorities found no safety defects in the electric cars. german safety officials began an investigation into the model s after reports of three cars in the electric cars battery packs.

some people got a surprise this morning. a dump truck crashed into a garage. ktvu's janine de la vega, live in cupertino to show us what happened and what authorities are dealing with now. good morning, janine. >> reporter: yeah. authorities are still dealing with a lot. the santa clara sheriff's department is out here as well as the public works department. there's this commercial dump truck that's completely just crashed through a detached garage of a house. right now, they have foothill boulevard closed off between stevens creek and voss. in the distance, public works is working on putting out cones. making sure this whole area is roped off. at this point we're told there was a driver in the commercial dump truck and he has no injuries because it was a detached garage. there was only -- we hear a couple of people in the house. they were completely uninjured. instead, they were woken up by the loud crashing noise.

now, it's unknown what caused the driver to lose control of his dump truck. we know that it was an empty load and there is a quarry up there and we have heard from people who live in the neighborhood saying that it's been a continue use problem for years for -- continuous problem for years for dump truck and other vehicles speeding up and down the street. there's been concerns about that. one of the other problems is the pole that you see there in the distance. that was knocked down. there were lines down and utilities have been called. they were trying to determine exactly what those were, too, if those were pg&e, phone, cable lines. i want to go to show you what it looks like from chopper 2, from some video that we have from earlier of what it looks like from the air. again, santa clara county sheriff's department is investigating this. they have closed off foothill boulevard again from stevens creek to voss. we don't see any residents out and about in the neighborhood.

right now it doesn't look like this is affecting any sort of commute. they are unsure how long this area is gonna be blocked off for it. we're hoping to get more information. as soon as we do, we'll bring that to you. reporting live from cupertino, janine de la vega, ktvu channel 2 news. new this morning, the long, bitter contract dispute between the city of san jose and its police union is settled, at least for now. the san jose police officers association just announced its members voted to accept the tentative agreement reached by negotiators last month. if the agreement is approved by the city council on december 10th, then police officers will get a 4% raise this year and 3% over the next two years. also happening today, the deadly shooting of andy low mez in october -- lopez in october, may prompt the county to change the way it investigates officer- involved shootings. ktvu's alex savidge joins us

from santa rosa with more details about the task force set to take place later today. >> reporter: sonoma county supervisors are just beginning their meeting. i just had a chance to speak with the board chair who says this task force is an important step forward following the shooting death of andy lopez that happened back in october. what will happen today, supervisors will begin the process of appointing members of the public and law enforcement to this panel. it's a 21-member task force that will come up with a process for officer-involved shootings. the task force will include various options. the final recommendations come out next year. under the current system, the district attorney looks at officer-involved shootings and decides if a crime was committed and a grand jury reviews the findings but there's anger over the lopez shooting and that's prompted calls for change in the system. some don't believe the deputy-

involved shooting will be investigated fairly and supervisor david ravad says that's why the board is taking any action. >> any time you have a lack of trust in any capacity, i think you need to deal with it and address that. i think there's many ways to do that. whether this committee will morph into a full-blown subpoena-searching investigative body is yet to be scene. >> reporter: investigators say the opportunity shot and killed the 13-year-old after mistaking the teen's air soft bb gun for a real ak-47. the lopez family has filed a federal civil rights lawsuit against the deputy and the department. and the santa rosa police department continues to investigate that shooting. now, the county board of supervisors may be getting underway along with the task force. they will be taking up the issue of establishing a memorial park at the site that andy lopez was shot and killed.

live this morning in santa rosa, alex savidge, ktvu channel 2 news. san francisco police made an arrest in the deadly shooting of the daly city man trying to sell a video consul. police say the suspect, ronnie collins. he's accused of killing 22-year- old ikenna uwakah in the bayview district sunday afternoon. police say the two met on a street corner to discuss the sell of a sony playstation 4. the victim's father says his son often made sales on the street. >> he does that all of the tie. he buys telephones and electronics. >> police have charged the suspect with murder and attempted robbery. 8:37. residents on treasure island meet today. they will hear details of a major cleanup operation of chemicals that will force them from their homes. the people in two dozen homes

are being moved temporarily while the navy goes in and cleans up chemicals found in the soil. the residents will probably be moved to other housing on the island and will move out in phases. the navy says despite the cleanup, treasure island is still a safe place to live. it could be as late as 2020 before all of the toxic waste is cleared from treasure island. in sacramento county, the search continues for a missing couple who disappeared for a thanksgiving trip. van chanpenxi and his wife went fishing. their boat was found still running with freshly caught fish and several life jackets on board. crews walked the banks and searched the waters but no sign of the couple. >> the water temperature is 54 degrees. it's very difficult for people to survive in water temperature that cold.

>> the couple's son says his father took out his boat every week. theres say they have no reason to -- investigators say they have no reason to suspect foul play. a car salesman still stunned as a man posing as a possible buyer drove off the car lot in a luxury suv. a man and another man walked on the lot of empire auto sunday afternoon. said they were interested in a 2004 range rover and wanted to take a test drive. the sales man asked for a driver's license and when one of the men walked away to get it. the other man shoved him, jumped into that suv and sped off. >> i actually tried to go after them. i grabbed the key for this car and i tried to chase them and i said it's not safe. >> the salesman was not seriously hurt. it's a gray 2004 range rover. it has a dealer's license plate on the front. a fight posted on youtube has led to a discussion about ways to stop violence and bullying in west contra costa

developing news from scottsdale arizona. four people with the san francisco giants minor league team were hurt in a crash earlier this morning. the crash happened when the giants' van i collided with a -- giants' van collided with a car. one person is said to be in critical condition with possibly life-threatening injuries. a spokeswoman for the giants has not -- not received any information on the crash yet.

the giants conducts training in scottsdale for the minor league teams. we'll get an update as soon as we can. federal investigators have released new information about the deadly train derailment in new york city. four people were killed. dozens of others injured in that crash. the ntsb says the commuter train that flew off the tracks was going twice the safe speed as it entered the curve. 8:56. the federal report says the commission planning to revoke san francisco's city college accreditation, the department of efnlcation says they violated regulations and its examination of city college and failed to put enough educators on the team as required. the report does not recommend taking away the commission's authority. city college could lose the accreditation at the end of july. it's time for ticket
